This item is a Japanese woodblock print titled Okitsu River at Okitsu by the artist Utagawa Hiroshige (1797-1858). 

It is station number 18 from his famous series The Fifty-Three Stations of the Tokaido (Tōkaidō gojūsan tsugi no uchi). 

The scene depicts sumo wrestlers being carried across the Okitsu River near Tago Beach. 

This amazing print is in a gold bamboo frame with paper backing
